Anything that ties into the right of way here goes through Gadsden County rather than Leon County or the City of Tallahassee. The engineering is unaffected; the approval route and its timing are not, and both get settled before work is scheduled.

It is worth establishing early whether a given address falls inside it, because the answer changes the sequence rather than the scope.

Red Hills clay continues north

The rolling clay country that produces Tallahassee's standing water complaints does not stop at the county line. Havana sits in the same Red Hills landscape, with the same pattern of topsoil over dense clay, and the same consequence: a lot can be graded correctly and still hold water, because the constraint is below the surface rather than on it.

The practical upshot is that the diagnosis runs the same way here as in town. A level to check the grade, a test hole to time how fast the ground actually drains, and a look at where the roof water goes. Solutions that work on a Tallahassee lot transfer here with little adjustment, which is not true of the towns to the south.

Older housing stock in and around the town centre tends to mean grading that predates current standards, and additions or beds built up against foundations over the decades. Those are the two things most often found on the first visit.

Two kinds of house, two kinds of job

Havana divides fairly neatly between the older housing in and around the historic centre and the newer development on the edges of town and out along the highway. The drainage work splits along the same line.

In the older part the recurring finding is the grade in the first ten feet out from the wall. A century of settlement, plus beds and paths built up against foundations over the decades, tends to leave at least one elevation with no fall at all, and correcting that is often most of the fix. Mature trees are the complication, because raising a grade over a root zone can kill a tree slowly enough that nobody connects the two events.

On the newer lots it is the familiar new build pattern: compacted clay, a builder's final grade that meets the code minimum and no more, and roof water still landing at the foundation. Cheaper to correct, and worth doing before landscaping matures rather than after.
